Scott Hibbs, PE
President

Mr. Hibbs has over 28 years of experience as a water resources and wastewater consultant and project manager. He has extensive experience analyzing and developing resource alternatives for vital water supply, water and wastewater treatment, distribution and storage projects. Mr. Hibbs directs multi-discipline and multi-organizational teams on a variety of projects throughout Texas.

David Todd, PE, RPLS
Executive Vice President

Mr. Todd has over 30 years of solid experience in civil and surveying design, including infrastructure, streets, drainage, water, sewer, subdivisions and commercial development. Mr. Todd has vast experience obtaining public project funding from various sources and is a highly respected and recognized civil engineer.

Keith Kindle, PE
Chief Operations Officer

Mr. Kindle has 20 years of experience managing large public works programs. He has in-depth experience in project management, including planning, design and construction management for water supply, treatment and distribution projects and wastewater treatment and collection projects. He has extensive experience with the TWDB EDAP; CWSRF and DWSRF; Border Environment Cooperation Commission; NADBank; and USDA RD funding applications for planning, design and construction of public works improvement projects.

Scott Hay, PE
Vice President

Mr. Hay has 19 years of experience as a civil engineering consultant for a number of regional municipalities and water districts. Mr. Hay has directed teams for facility plans and system designs, water and wastewater treatment, distribution and collection and trails and recreational facilities. Prior to becoming licensed as an engineer, Mr. Hay served for over 13 years in the Air Force as a B-52 and B-1 pilot, achieving the rank of Major.

Scott Yungblut, PE
Vice President

Mr. Yungblut has 17 years of experience in performing engineering analysis and design on geotechnical and construction materials testing projects throughout Texas, Louisiana, Arkansas and Oklahoma. He supervises and manages Geotec Labs, eHT’s soil and materials testing laboratory, and is responsible for proposal preparation, field investigation, field and laboratory analysis, report preparation and construction quality assurance and quality control.

Larry Fuson, PE
Vice President

Mr. Fuson has been actively and continuously involved in public works design and construction projects in Texas for over 30 years. He possesses extensive experience in municipal water supply and wastewater treatment facilities, ranging from feasibility studies, to detailed engineering design, to construction supervision, as well as overall project management responsibility.

Fred Curnutt, PE
Vice President

Mr. Curnutt has over 34 years of experience in all facets of engineering and engineering management. He has extensive experience in infrastructure, facilities, special component/equipment testing, facilities/test operation and manufacturing. Mr. Curnutt has excellent leadership skills and has managed design/operations staff on many projects.

Jerry Oldham, PG
Vice President

Mr. Oldham has over 34 years of industry experience with 20 years of experience supervising subsurface investigation and hydro-geological related studies, including landfill assessments. He has extensive knowledge of regional subsurface geological and groundwater formations, including the Ogallala Aquifer.

Bob Benham, CPA
Chief Financial Officer

With over 30 years of experience, Mr. Benham is a senior level executive with extensive hands-on experience in management and business leadership. As a CPA with an established record of success, Mr. Benham produces strong budgets, cash forecasts, business valuations, IRS audits and financial and strategic planning. He initiates, develops and directs administrative operations providing quality assurance and quality control. Mr. Benham is responsible for managing administrative personnel.


History

eHT previously consisted of two entities:

Hibbs & Todd, Inc. (Incorporated in 1993) formerly Todd Engineering, Inc. (Incorporated in 1985) and Enprotec, Inc. (Incorporated in 1989).

In 2006, Enprotec, Inc. merged with Hibbs & Todd, Inc. and formed
Enprotec / Hibbs & Todd, Inc. (eHT).
