City of Abilene Risk Management Plans

eHT updated the Risk Management Programs and Plans for the City of Abilene to meet EPA regulations. Under the authority of Section 112(r) of the Clean Air Act, the Chemical Accident Prevention Provisions require facilities that produce, handle, process, distribute, or store certain chemicals to develop a Risk Management Program, prepare a Risk Management Plan (RMP), and submit the RMP to EPA. The City of Abilene Water Utilities operates five separate facilities (Grimes WTP, Northeast WTP, Southside WTP, Hamby WWTP and the Raw Water Disinfection Facility) for which the City is required to prepare, maintain and submit RMPs at least once every five years.

From 2009 to 2010, eHT worked with the City of Abilene to update its Risk Management Program and the five Risk Management Plans for the water utility facilities. The updates to the City’s RMPs included preparing worst-case and alternative release analyses for each of the five affected facilities, preparing a 5-year accident history for each facility, and outlining a management system for RMP implementation. As part of the RMP update, eHT also worked with the City to develop an emergency response program, a prevention program for each of the affected facilities, and garner EPA’s approval of the City’s Risk Management Plans and Programs.
